Nexus 5 found all available networks, but can't register with any SIM card

I have this used Nexus 5 phone. Tried 2 SIM cards, both can find their network, but just can't register. WiFi and Bluetooth are OK.

I did both hard and soft reset, none works.

Can someone please help?
