Voicemail not sending password tones via app

I programmed my voicemail phone number to *86,,000000#1 so that when I called the phone would wait for VM to answer before sending the password. It worked fine in Kitkat. Since moving up to lollipop, the app will not send the tones. If I create a new contact and use that with the same phone number, it functions fine. Is this a bug in the voicemail app. I've resorted to adding the VM number as a contact and setting it as speed dial 2.
